Proposed City of Indianapolis Justice Center Campus – Winning Proposal
Overview:
KERAMIDA provided Brownfield reuse planning and Sustainability services for the WMB Heartland Justice Partners team proposing Design, Construction and Operation of the contemplated Indianapolis-Marion County Justice Center (IMCJF). While the team’s proposal was selected for technical merit and price point, the project did not go forward.

Sustainability Design Support
KERAMIDA staffed the position of LEED Coordinator and Sustainability Manager (LCSM) and participated in Internal Meetings, provided Technical Support for One-on-One Meetings, and prepared a list of items/activities for the Team to facilitate integration of the Sustainability Concept into the design and overall proposal. This list included and expanded upon specific Sustainable Design Requirements stated by the City, assuring the most sustainable justice complex was contemplated.
Technical approaches, which complied with or exceeded the sustainability requirements set forth in the Technical Provisions, were summarized in the LEED NC 2009 Report Card with each technical approach employed by WMB organized into the LEED 2009 NC Credit Categories alongside the City's Scorecard. The dual scorecard included technical comments on each approach to satisfy and exceed the level of sustainability desired by the City; and, description that the technical approach and the sustainability impact have on the project’s overall sustainability. This Report Card summarized the narrative of sustainability measures described throughout the proposal. Within the Technical Proposal, KERAMIDA created callout boxes alongside technical narrative to highlight measure-specific LEED 2009 NC features the design incorporated.
KERAMIDA was prepared to collect all relevant information generated or concepts agreed upon by the firms and prepare a final Sustainability Document for the Proposal, identifying all the City’s sustainability requirements and any additional sustainability points included, stating how each requirement/point is met and providing the reference part of the proposal for each requirement/point. KERAMIDA was prepared to coordinate the Sustainability needs and opportunities and the LEED checklist with each one of the firms responsible for each of the facility areas. While LEED credentials for the IMCJF were not desired by the City, KERAMIDA would have assisted the team with seeking project credentialing.
Brownfield Reuse Planning Design Support:
KERAMIDA reviewed all available documents provided by GM/RACER and obtainable through public records, assessed the information contained therein against the Project needs (i.e. site layout constrains, cleanup standards, timing constrains, liability concerns, etc.) and determined gap areas needing further information/clarification from RACER and the City.
To better determine the desirable configuration of buildings and other features of the Site plan, KERAMIDA prepared a Site Diagram for the Team, depicting areas of contamination based on existing information provided by the City. KERAMIDA also prepared a Figure depicting locations of existing proposed desirable boring locations for submittal to the City. KERAMIDA then determined what other environmental issues and/or potential liabilities existed for the property and worked with the Team to determine Environmental Risks.
KERAMIDA was prepared to staff the role of Environmental Compliance Manager to review environmental permits, commitments, and requirements, assess environmental risks, and ensure the design incorporated measures for during construction and the operating period. KERAMIDA was also prepared to draft the Environmental Compliance Plan as guidance to design and construction professionals, project management, and quality assurance/quality control personnel.
KERAMIDA would also provide:
Soil Management and Groundwater Management Plans to document means for dealing with contaminated soil and groundwater encountered during construction
Operations Environmental Compliance Plan which would address Environmental and Sustainability issues applicable to the Operations Phase
Storm Water Pollution Prevention Plan (SWPPP) as part of the Construction Plan required under 327 IAC 15-5 (Rule 5)
KERAMIDA would be prepared to develop an environmental compliance training program for all construction personnel, ensuring understanding and awareness of necessary environmental compliance requirements, including emphasis on proper installation and maintenance of erosion and sediment control measures.
