Environmental Monitoring & Compliance for Solar Electric Power Construction

Overview:

KERAMIDA serves as a third-party inspector for this Client’s hundreds of thousands of acres of solar electric power construction sites. The Client is a major Solar Provider who provides solar energy systems and installations for utility, government, and commercial purposes.

Project Details:

During the installation of solar electric power panels in Virginia, our Client is required to have certified inspectors on site for erosion and sediment control (ESC) inspections. Upon completion of the project construction, stormwater management (SWM) inspections are also required. The inspections provide compliance for the general construction Virginia Pollutant Discharge Elimination System (VPDES) permit in accordance with the Virginia State Water Law and Regulations.

KERAMIDA provides environmental inspectors to meet the requirements of the ESC & SWM inspections until the project sites achieve Notice of Termination (NOT) on their VPDES permits. Additionally, while contracted to a project site KERAMIDA’s environmental inspectors provide environmental compliance assistance for our Client’s various needs.

KERAMIDA’s Environmental Inspector Services Include:

  • Oversee the Client’s and their subcontractors’ implementation of environmental conditions and mitigation measures as set forth in the Storm Water Pollution Prevention Plan (SWPPP), Spill Prevention Control and Countermeasure (SPCC) plan, Section 401 Water Quality Certification, and Section 404 Permit of the Clean Water Act.

  • Conduct field inspections of the project sites from the time ground is first broken for perimeter control installation to the time the project site receives permit NOT in accordance with the inspection schedule set forth in the VPDES permit.

  • Utilize sophisticated GIS based data collection systems to formulate daily inspections and provide feedback to the Client before close of business the same day the inspection occurs.

  • Document and disseminate inspections to all relative parties including the Client, the subcontractors, the state agencies, and the local agencies.

  • Initiate corrective action for minor repair/maintenance issues and non-compliance activities, while ensuring all repairs are completed within a timely manner as dictated per the Virginia State Water Law and Regulations.

  • Oversee installation of project signage and environmental flagging to ensure work remains within designated work areas and outside of sensitive resources areas.

  • Oversee installation, maintenance, and removal of erosion and sediment control measures, including photo documentation and reporting.

  • Inspect for evidence of spills and other contamination and, if detected, facilitate contractor spill response, including reports listing material(s) involved, quantity, and location.

  • Provide monthly SPCC site wide inspections utilizing the same GIS based data collection system and provide a report the same day inspection occurs.

  • Maintain regulatory compliance by managing the living documents that are the SWPPP and SPCC plan. These documents require constant updates and modifications to reflect the current status of the project site.
