Indianapolis Airport Authority - Environmental Assessment, Cleanup, & Regulatory Compliance
Project Overview:
KERAMIDA assisted the Indianapolis Airport Authority (IAA) with a range of environmental services over several years to facilitate the sale of a property and development by Infosys Limited (Infosys). The property consisted of former surface parking areas, rental car facilities, and a multi-level parking garage for the old airport. The rental car facilities included two active LUST facilities along with other previously closed UST and LUST facilities.
Project Details:
Phase I & II ESA
KERAMIDA completed multiple Phase I Environmental Site Assessments (Phase I ESAs) at the site over a period of 9 years. A follow-up Limited Phase II ESA was conducted to investigate recognized environmental conditions (RECs) identified at one of the former rental car facilities, including current and past UST and auto repair operations. Petroleum-related compounds of concern (COCs) were detected in soil and groundwater at the car rental facility above regulatory screening levels. IAA used the information to negotiate with the car rental facility prior to vacating the property. KERAMIDA completed as needed technical review for IAA of UST closure and site investigation reports generated by the car rental company’s consultant.
LUST Closure
IAA assumed control of site closure activities at another former car rental facility to expedite the closure of the facility for the Infosys purchase. The facility had been an active LUST facility since 1989. KERAMIDA completed an initial sampling event from select wells and used the data to prepare and negotiate a strategy for unconditional closure, which received IDEM approval. With only four additional quarters of groundwater monitoring, KERAMIDA successively secured unconditional closure and IDEM issued No Further Action Approval.
On-Call Environmental Support: Same-day Service
KERAMIDA also provided on-call environmental support to IAA during the reconstruction of South High School Road and the development of the Infosys project site. Subsurface impacts were encountered by the gas utility company in the South High School Road right-of-way (ROW) during the installation of a public water line. The impacted area corresponded with a historical gas station identified during a previous Phase I ESA. KERAMIDA conducted a site visit and collected soil and groundwater samples the same day as receiving IAA’s call. Petroleum-related COCs were detected in soil and groundwater above regulatory screening levels and KERAMIDA reported a spill incident to IDEM. KERAMIDA mobilized a company-owned Geoprobe® and completed a site investigation which successfully delineated the extent of petroleum impacts in soil and groundwater within one week.
Site Cleanup & Closure
KERAMIDA worked in concert with a City of Indianapolis contractor for the removal and disposal of over 4,400 tons of petroleum-impacted soil at a local landfill. Residual petroleum-impacted shallow groundwater was either treated with ORC Advanced® to accelerate the aerobic biodegradation or pumped to the nearby sanitary sewer through an approved special discharge permit from the gas utility company. With the exception of one soil sample location adjacent to a gas line, petroleum-related COCs identified at the site were removed. KERAMIDA successively secured unconditional closure in 18 months with IDEM issuing No Further Action Approval. At the request of IAA, KERAMIDA also made multiple site visits during Infosys development activities to collect soil samples from soils brought on-site by contractors to confirm the materials were clean.
