Decommissioning Services for Vectren Natural Gas Turbines

Vectren hired KERAMIDA to provide environmental services associated with decommission preparation of three natural gas combustion turbine units located at two active substations.

Project Details:

The scope of this project included completion of asbestos inspections, lead-based paint inspections, polychlorinated biphenyls (PCBs) and concrete sampling. One facility additionally included a subsurface soil investigation to assess a historic Underground Storage Tank (UST) and areas of visual surficial staining.

The compliant asbestos inspection and random sampling was completed by an accredited inspector as required by the State of Indiana and National Emissions Standard for Hazardous Air Pollutants (NESHAPS) regulations prior to decommissioning of the turbines. In addition, the compliant lead paint inspection and sampling was performed by an accredited lead inspector; representative painted components of the turbines were sampled and analyzed for the presence of lead containing paint.

KERAMIDA conducted an investigation to determine if any liquid and non-liquid PCBs materials (oil, caulks, paints, glazing coating, and sealants) were present. If present, KERAMIDA was to conduct sampling of potential PCB containing materials and submit for analysis to an accredited laboratory.

The advancement of soil borings was done using percussive drilling technology. Field screening for organic vapors using a flame ionization detector (FID), and visual and olfactory observations noted. Soil samples were submitted for analysis of:

  • Volatile Organic Compounds (VOCs)

  • Polynuclear Aromatic Compounds (PAHs)

  • Resource Conservation and Recovery Act (RCRA) Metals

  • Polychlorinated Biphenyls (PCBs)

Prior to advancing the borings, a private utility locator was conducted to clear boring and sampling locations and historic UST location using electromagnetic (E/M) and ground penetrating radar (GPR). An Environmental Decommissioning Work Plan was completed to summarize the analytical results and to document the work.
